Videos on his phone lead to more charges against man

A 21-year-old Port Washington man arrested in April for marijuana possession and charged in August with sexually assaulting a child based on videos on his phones is now accused of sexual assaulting an unconscious woman based on another video authorities found.

Zameir S. Wesly-Carter was charged last month in Ozaukee County Circuit Court with second-degree sexual assault and capturing an intimate representation without consent.

And on Monday, Wesly-Carter was charged with possession of a firearm by a felon after DNA testing indicated he handled a handgun found in a car after a traffic stop in November 2024.

According to a criminal complaint filed last month in the sexual assault case, three of Wesly-Carter’s phones were seized on April 7 when he was arrested for marijuana possession, and data downloaded from the devices revealed videos of him having sex with a woman who appeared to be unconscious or “in an altered level of consciousness.”

Detectives found seven videos that appear to be of the same act recorded beginning at 1:06 a.m. on Oct. 30, 2024. 

The videos, made by Wesly-Carter in Port Washington, show him having sex with a woman whose eyes are closed and whose body never changes position. In one of the clips, the camera pans up eight times, showing the woman was unconscious, the complaint states.

Authorities also found messages on Wesly-Carter’s phone from a chat group on Telegram, a social media and messaging service, created on May 23, 2023, titled “Sleep.” A detective who reviewed the messages concluded the primary purpose of the group was to discuss how much medication to give a person to keep them asleep or in an altered level of consciousness while they are being sexually assaulted. Members of the group provided suggestions for medications and dosages, bragged about the sexual assaults they committed and shared photos of naked, unconscious females, according to the complaint.

When interviewed by authorities and shown still shots from the videos found on Wesly-Carter’s phones, the woman confirmed she was the female seen in the videos and Wesly-Carter was the man. She said she could tell by the pillow seen in the videos that they were recorded at her apartment, the complaint states.

The woman told authorities she did not consent to having sex with Wesley-Carter and did not know he assaulted her, according to the complaint. 

She said she was at a point in her life when she was drinking a lot and hanging out with Wesly-Carter. When a detective asked her if she ever felt weird or different after drinking with Wesly-Carter in an effort to determine if she had been drugged, the woman said she felt that way sometimes but added that Wesly-Carter was not the type of person who would intentionally drug her, the complaint states.

On Aug. 7, Wesly-Carter was charged with second-degree sexual assault of a child, sexual exploitation of a child and three counts of possession of child pornography after an analysis of data from one of his phones revealed a video of him engaged in a sexual encounter with a 15-year-old on Dec. 3, 2023, when he was 19, according to the criminal complaint filed in that case.

A Port Washington police officer who reviewed a forensic extraction of data from one of the phones found “copious amounts of child exploitation videos,” most of which appeared to have been obtained through Telegram and showed children who ranged from infants to teenagers, the complaint states.

Officers confronted Wesly-Carter on Aug. 8, and during an interview he admitted to engaging in a sex act with a 15-year-old at the teenager’s apartment in Port and making a video of the encounter, according to the complaint. 

Wesly-Carter also said he used Telegram to view pornography and admitted he saw child pornography in various groups on Telegram, although he denied saving it, the complaint states.

The marijuana arrest that led to the latest charges against Wesly-Carter happened on April 4 when at 4 p.m. a Port police officer, who knew Wesly-Carter had municipal traffic warrants, saw him biking and stopped him.

The officer noticed Wesly-Carter smelled like marijuana, and in his pants pocket found a vaping device with a marijuana leaf on it, according to the criminal complaint filed in that case.

In a backpack Wesly-Carter was wearing, the officer found fake $20 bills totaling $160 and marijuana, the complaint states.

Wesly-Carter was charged on April 7 with second and subsequent offense possession of marijuana, a felony. 

He has pleaded not guilty to the marijuana charge and the charges filed in August.

The gun charge filed against Wesly-Carter this week stems from a traffic stop initiated by an officer at 1:25 a.m. Nov. 1, 2024, after he noticed the front and rear license plates of the vehicle did not match.

The officer found marijuana blunts, packaged marijuana and a marijuana vaping device in a backpack in the back seat of the vehicle, where Wesly-Carter was sitting alone. 

The officer also found a loaded .40-caliber Smith and Wesson handgun under the driver’s seat. 

A woman who was sitting in the front passenger seat when the vehicle was pulled over said the gun and the marijuana belonged to her, even though she insisted she didn’t smoke. She said she bought the handgun for hunting and later said she “thought it was cool and wanted to flex like my friends,” according to a criminal complaint.

Wesly-Carter told the officer the woman had the gun for protection. When asked why the gun and marijuana were found near where he was sitting in the car, Wesly-Carter said the woman had been sitting in the back seat prior to the traffic stop, the complaint states.

Tests of DNA from the gun indicate it was handled by the driver of the vehicle and Wesly-Carter, according to the complaint.

Wesly-Carter was convicted of a second or subsequent count of possession of marijuana on Aug. 8, 2023, in Ozaukee County. Because that crime is a felony, he is prohibited from possessing firearms. 

Wesly-Carter has been held in jail since his August arrest in lieu of $75,000 bail. During a Dec. 2 court hearing, Ozaukee County Circuit Judge Adam Gerol set his bail at $50,000 in the second sexual assault case. He is scheduled to make his initial court appearance on the gun charge on Jan. 8.
