LETTER: Trump’s plan to repeal the ACA threatens health of millions

    The Trump Administration has finally solved the conundrum of health care reform by endorsing full repeal of the Affordable Care Act, and as a result the most comprehensive health care legislation enacted since Medicare could be a single court ruling away from extinction. That could result in 23 million Americans losing coverage, as well as jeopardizing health for millions more.
    Of the 11.4 million enrolled in the Obamacare exchanges, nearly 9.2 million received subsidies that cover 85% of their premiums. Another 12 million gained coverage through Medicaid expansion, at a cost of $62 billion. If the ACA is repealed, that financial burden would shift to cash-strapped states. Nearly two million young adults could no longer remain on their parents’ policies and insurers could begin charging for wellness exams and preventative screenings.
    An even more ominous future could await the 133 million Americans with pre-existing conditions, including 52 million with conditions that could warrant an outright denial of coverage. For the 170 million receiving employer-based coverage, certain exclusions and higher premiums might await those unable to meet certain health metrics.
    Meanwhile, House Democrats recently passed legislation to expand and strengthen the ACA by extending subsidies to higher income enrollees. Their plan would cap an individual’s premium contribution at no more than 7% of earnings below 400% of the poverty limit and no more than 8.5% for higher earners.
    Unfortunately, the bill did not include either a public option or Medicare buy-in, although most of the Democratic presidential candidates have strongly endorsed adding a public option to the exchanges. Regrettably, the legislation will not advance in the Senate, as Majority Leader Mitch McConnell refuses to bring it up for a vote.
    So which party is trying to deliver great health care for all Americans?
