LETTER: Competitive quotes needed for Bridge Street Dam repair

It is my understanding that the Village of Grafton has received only one quote for the repair of the hydraulic cylinder on the Bridge Street Dam. I was initially informed that the repair was being treated as an emergency, which explained why multiple quotes were not obtained at that time. However, I am not aware of which company submitted the quote or how that vendor was selected.

Since then, the village has reportedly tabled the decision for 60 days. If the matter can now be delayed, it is reasonable to ask whether the situation continues to qualify as an emergency for procurement purposes.

My concern is focused specifically on the procurement process. A single quote of approximately $180,000 for the repair of the hydraulic cylinder is a significant proposed expenditure. I believe residents deserve a clear explanation of why only one quote was obtained and what steps were taken to determine that the proposed cost is fair, reasonable and in the best interest of taxpayers.

I understand that a hydraulic cylinder associated with a dam may differ substantially from components used in heavy equipment, and that engineering, installation, safety and regulatory requirements may contribute to the overall cost. Even with those considerations, the quoted amount appears substantial enough to warrant additional review and comparison.

For reference, I have obtained quotes on a large hydraulic cylinder used on

Caterpillar dozer and also a large excavator: complete remanufacture $10,000; brand new purchased from Caterpillar $19,500.

As a Grafton resident and taxpayer, I respectfully request that if this matter is no longer being treated as an immediate emergency, the village obtain at least two additional quotes before selecting a vendor or approving this expenditure.
