Village would need to alter zoning code before rental business is allowed

Plans are taking shape for a new business to move into the vacant Piggly Wiggly grocery store in Saukville, but the move can’t take place until the village’s zoning code is tweaked.

An offer to purchase the 45,000-square-foot building at 835 E. Green Bay Ave. has been made by the U-Haul Co., which plans to operate a self-storage rental business at the location.

The building has been vacant since late 2014, when Fox Bros. Piggly Wiggly moved across the street into the building formerly occupied by the Pick n’ Save store.

Mike Schneider of U-Haul told the Plan Commission last week the plan would be to operate a retail showroom and rent secure storage units at the location. Trucks, trailers and other equipment would also be rented at the site.

Schneider said the rental units would be individually alarmed and monitored by video equipment. Renters would access the building using digital swipe cards.

The business would employ 20 people, and have security personnel on staff around the clock.

There will be no unscreened storage of vehicles on the property, village officials were assured.

“We do not intend on changing the way the building and landscaping is configured, other than making it look clean and fresh and maintaining the image of a well-kept property for the life of our ownership,” Schneider said in a summary presented to the village.

“Once we move in, we aren’t going anywhere. We like to be involved in the community.”

Before the proposal can be formally presented to the commission for action, a text amendment of the zoning code would need to be made because storage businesses are not listed as permitted uses in the highway shopping center district.

The wording change was presented to the Village Board last week. A public hearing on the change will be held before the board in April.

Assuming the wording of the code change is approved, the plan would still need a full review by the Plan Commission.

In a similar text issue, the commission and Village Board have recommended altering the zoning code to allow the construction of a municipal water well in the industrial park.

Testing has been completed and plans are in place for the construction of Well No. 6 on the north end of the industrial park, south of Cold Springs Road.

A pumping station will be constructed over the well, and will include a pump room, chemical rooms, a generator room, a storage garage and a reservoir. 

The total building area will be about 3,300 square feet. Construction of the facility is expected to start in June and be completed by next summer.

The zoning code change that would allow the water facility in the business park district will be discussed at the same public hearing as the U-Haul proposal.
